Not only that but both countries are also in an ocean. Too many coincidences here.

I think a lot of these problems is off-spec alcohol. People have no idea what is being mixed into their drinks, and the local backyard distillery is going to be a lot cheaper than importing booze to an island in the middle of the Pacific.
The problem is, quality control sucks.
What we need is a quick screening test for Methanol.
