This is the horrifying moment a police worker was brutally beaten to the ground by young attackers who stamped on his head and stole his car keys. Footage show the man, dressed in Islamic attire, being kicked and punched after a gang of three surround him, with two of them on electric scooters. One of the thugs then stamps repeatedly on the victim's head during the assault on Wednesday. Authorities are offering up to $32,000 in rewards for information that leads to the arrest of the three attackers.

Someone who can say “Stop!”
And if the person doesn’t stop, they can say “Stop!” again.
This sort of official has been a cornerstone of English law enforcement for a long time, so seeing the term used in an English paper is not surprising. Where things get a bit confusing is that they are using English terms to describe current practice in Baltimore.
Believe it or not, among a virtuous people, it works. But the time’s they are a-changing, and the Brits have been a little slow on the uptake, and I don’t know what to say about Baltimore.

You know what I notice about all these recent incidents, including the ones where cops are assaulted with water buckets? None of the victims even tries to fight back.

What is a “police worker”?
In the UK they have Muslim men in Muslim neighborhoods patrolling the streets looking for violations of Sharia law. If that is the police work this guy does it changes the narrative.
How come their able to identify the victim as Muslim but not the thugs as black?
Police workers are admin staff, I.e not sworn constables or pcsos.
