Then inoculate your populace.
Then infect your enemies.
Then after letting them die horribly for a few months announce that you are working on a vaccine.
A few months after that sell your enemies the vaccine at ridiculous prices.
Having crimpled your enemies economically, walk in and buy up the country at fire sale prices.
No need for huge armies and navies. But you have to get the order correct.
Sounds like a Romney business plan.

But how do you inoculate your populace against a disease that hasn’t been released yet?
One way would be to have a vaccine that spreads like a virus, then you don’t have to openly inoculate anyone.
And maybe that was the intention here, but somebody took the wrong bottle to the wet market and opened it.
