What about a campaign volunteer that spends 1000 hours knocking on doors? If you applied the minimum wage to those hours then they have contributed over $7000 to the campaign and should be in jail according to the law. To hell with this kind of crap.

Your example is perfectly legal.
But if it were a corporation or company that knocked on doors as their business it would be service in-kind.
These corporate bands are providing in-kind service to his campaign.
