I saw this once at Asilomar beach in the 1970’s. I never forgot how eerie it was to see my footsteps in the sand glow with the same light that was flashing in the surf.
I learned later it was from a Red Tide (dynoflagellates).
My niece went out to find the blue waves a few nights ago and she succeeded. She sent a couple of great photos. It’s really spectacular.
