I’m still confused. Why does the amendment need 60 votes to pass? Was someone fake-filibustering it? Obviously not, if they managed to vote on it. In which case wouldn’t it be 50%+1?

Also, I thought a lot of this stuff required a majority of the quorum, not a majority of the total 100. In which case, this got 59/96 votes, or 61.5%, which breaks the 60% threshold anyway...
