Yes, and that’s a good idea. But that’s not a designation. Basically prosecutors, if there are prosecutions, will have to establish a target acted as a terrorist. With designated groups, which are foreign, that’s not necessary. Any sort of support, usually financial but doesn’t have to be, is criminal.
