Indeed. In a functioning republic, the laws are the social contract. Specifically, the Constitution is our social contract. Every state is guaranteed a republican form of government. Meaning: the laws shall be followed.
Well, that train left the station.
No more social contract. No more compelling reason to cohere as a federation of the 50 separate states. I think we’re heading toward The Second Republic of the United States, and I think it will be a smaller country.
