I think you would have to research darnell early. I live in the city he used to manage. Early played a major role in this as well. I forget his designated title at the time but it had to do with a bankrupcy takeover of Flint, supposedly giving them special privledges.
Not claiming it was legal but thats the way it was presented at the time.
In the USSR they used to imprison people involved in similar situations on charges of “wrecking”.

actually...the existing city council cried and bitched that they should be able to still make decisions regarding the city...they made the switch....all black and all not even mentioned in these charges....the ol “were too stupid and you should have told us cuz you were in charge”....
