Leaving is legal. It’s not a suicidal pact. It may take violence to leave. Why should it take violence? James Madison, Salmon Chase, and others proposed that leaving the union should not have to be any harder than joining was. Approval of a majority of the states as expressed through a vote in both houses of Congress.
