Nothing in the article said federal charges. It’s an old state charge. It used to be common to make “failure to return rented property” a felony. It was intended for tractors, cars, equipment etc.
But not federal.

Piker! I took out “1984” when I was 12 years old in 6th grade, and only returned it in 2013. My school magazine forgave me the accrued fine, and printed an article reminding people that it is never too late to seek redemption.
