No, it doesn’t sound like that at all. There’s a limit to how much faster the vehicle can exceed wind speed, and an external source of energy.

It would be amusing to roll it down a hill on a windless day.Actually, that's a really cool thought. Wouldn't be that difficult to set that up. Put the vehicle on a downward sloping treadmill in a windless environment.
