Augh! I feel your pain.
Keep a running log. Don't give up. I wish there was a way to bill them for your time!
Oh! And put a call (and/or documented letter) in to your Representative.
“the left hand does not know what the right hand is doing.”
Amen to that. We were instructed to first send our form to Fresno, CA. Then the second time to send it to Kansas City, MO. Then the third time to send it to Cincinnati, OH! They are really fouled up.
“...try to get through to them on the phone; the situation might have improved by now.”
Nope, it is FAR WORSE. You don’t get put into a long call queue. The system says “higher than expected call volume...blah, blah, blah...call us the next business day.” I’ve NEVER had any organization or business tell me that. I’m sure it will be a LOT better when Obama / Biden get done installing full communism.
“...unless it would make your wife feel a lot better.”
She is adamant about sending them the money now and waiting to get it back and I can’t win that argument, so we are going that direction.
To the IRS’ credit, we have had a couple of experiences where IRS found mistakes we made and sent us the overpayment back! It can take a couple of years, but they do send the money back. At some point they should realize we overpaid 2019 and get the money back.
Your chance of finding someone here who has been through a similar situation who can share helpful information is surprisingly high.

Yes, and thanks to everyone who posted helpful info on this thread.
You can get the money back, but that would take another round of calls & dealing with them for several more weeks.
If you can get ahold of them on the phone, you can ask for more time - usually 30 days. Or like I said, you might be able to fax the necessary docs directly to the agent on the phone.
You "only" owe $1,000. Right now the IRS interest rate is only 3%. So even if you end up owing, the interest & penalties on $1,000 wouldn't be that much from now until they get it sorted out.
Hi.
Get a tax attorney or a cpa to contact the irs on your behalf.
I’ve had many episodes with the IRS. The attorney will intially charge you $500. The cpa $250.
In my cases, it was worth it.

The IRS is completely useless dealing with people. Absolutely, completely useless. They are impossible to reach.
At least on FR kind friends respond immediately and offer stories of similar experiences.
Thanks for your input. It was very helpful.
Yes.
And this time via certified mail.
That is what they have been doing for months now. Sorry it has not improved since our situation. It caused us a lot of stress as well as we were counting on getting the long overdue refund and instead got multiple notices saying that we had not filed and implying that we were in big trouble.
Which software were you using to file electronically? Every year I consider dumping “Free File Fillable Forms” and using something that will cut down on my work load, but after hearing of your bad experience I consider myself lucky.

“The letter should also state that the check does not constitute agreement by you that the IRS is correct and is merely to avoid interest and penalties while this is resolved.”
Great idea. Thanks.
I think we used Turbotax (Mac). Used to be Macintax. Good idea about contacting them. I hadn’t thought about that.
I have $19-20,000 of deducted medical expenses, every year, so I do itemize.
I'm a CA CPA, who deals with the IRS almost every day for decades. So I know what I'm doing.
“CERTIFIED MAIL WITH RECEIPT!!!”
Yes, that is underway as I write. My wife is headed to the post office right now. Thanks.
With wives you can be right or you can be happy. You will most likely get the money back at some point.
Oh! And put a call (and/or documented letter) in to your Representative.

Potentially a good idea under some circumstances (e.g., an issue involving a substantial amount of money or penalty). A letter from your representative can provide the motivation for the IRS to address your problem. But don’t expect the congressional staffer to know anything at all about taxes. They only know how to forward info to agencies and send out form letters to constituents.
So, resubmit your entire return, priority mail. That way you get the receipt.
While I despise the IRS as a concept, I have always found their people reasonable.
If you don’t get this resolved i your favor with the IRS, they will then notify the CA Franchise Tax Board of a change to your tax returns. In about 6 moths you will get a letter from the FTB for additional taxes, penalties & interest due to CA.
You need to get an explanation from your tax professional then, because you are under the wrong impression. There is not a $300 limit on charitable contributions for people who itemize.
This is Form 8283 for 2020:
https://www.irs.gov/pub/irs-pdf/f8283.pdf
These are the instructions:
https://www.irs.gov/pub/irs-pdf/i8283.pdf
From the instructions, “You must file one or more Forms 8283 if the amount of your deduction for each noncash contribution is more than $500. You must also file Form 8283 if you have a group of similar items for which a total deduction of over $500 is claimed”
Despite the typical IRS jargon; it is not really very complicated. From the description of the problem, the second page of form 8283 did not get included in the electronic filing and has been sent in separately twice now in paper form. The IRS is hopelessly behind in their paper communications and it is causing a lot of stress for filers who have received notices and then no acknowledgment when they do what is asked and in fact receiving more notices.
Sorry I accidentally pasted the final paragraph that does not apply to you in my response.
