The “why” is easy.
This is a throw back to when the FBI fought organized crime and was respected. They hope is distracts from the fact the FBI is now nothing more than an organized crime organization itself, the corrupt enforcement arm of the people in power.
It’s a distraction, in other words.
It’s the same as Pablo Escobar building schools.

About 15 years ago I worked at an international school library in Hong Kong and had part of a floor collapse under the weight of the shelving. The repairmen came and replaced the plywood and wooden stud floor with concrete. before the concrete dried I took a pointer and drew a tomb stone. The inscription read,

2/14/1913 - 8/3/1975
The next day the workers laid tile over the fake grave. They had no idea what it said. I’ve wondered if anyone ever looked under that tile?
