English language contract law also uses "timely" in some really strange word combinations, and often without the expected "in a timely..." set up.

Trying to think of some of examples, but drawing a complete blank at the moment.

It sounds awkward no matter how you say it. “On time” is way better but might not be formal enough for pros.
