Attacked how?
We blocked Soviet OFFENSIVE NUCLEAR weapons systems and their supporting materiel. We did not interdict anything else. We didn’t board and seize any Cuban vessels. We didn’t damage any Cuban property, and we didn’t kill any Cubans. Cuba, however, did shoot down an American surveillance U2 and killed its pilot, Major Rudolph Anderson.
There was a naval blockade of Cuba, but no invasion or attack (although the bloodthirsty Generals were demanding it).
