Last time I checked, you don’t need the victims testimony for a prosecution of a crime. You simply go through processes to make sure this doesn’t happen again, or that is sets a bad example for others of the darker skinned sort.

Last time I checked, you don’t need the victims testimony for a prosecution of a crime. Do you live in Kalifornia? Are you familiar with LAPD rules? Things are totally different there.
