Japan’s coast guard dispatched patrol ships and aircraft to search for a sightseeing boat that went missing with 26 people on board after reporting it was sinking off the northern island of Hokkaido on Saturday, public broadcaster NHK said.
Authorities lost contact with the crew of the Kazu 1 boat after the crew reported water was flooding into the stern of the vessel and it had started to sink, NHK said. The crew also said those on board were wearing life jackets and the boat was keeling [listing?] at a 30-degree angle, NHK said.
There were 24 passengers, including two children, on board and two crew members, the broadcaster said.
The boat left the Utoro port around 10 a.m. on Saturday, and was expected to return to port by 1 p.m., NHK said. Waves had been high and fishing boats in the area had returned to the port by mid-morning.
The sightseeing boat had been in the area of the Shiretoko Peninsula, in the northern part of Japan’s northernmost island and was believed to have been near the Kashinu Falls, NHK said.

One does not go missing in the water, one drowns.
According to the article the boat could accommodate 65 passengers.
That was my first thought too... 10am to 1pm...

A long time ago two guys fishing off Cape Flattery sunk.
One guy is gone, the other survived over 24 hrs in the water floating on a type 4 PFD. They found him.

Without life rafts you are dead in that cold water from hypothermia even with a life vest. Cold water kills. The life vest makes it easy to find the body. I worked the North Sea and know. We had survival training to work on the oilfield drilling rigs in the North Sea. Go in the water even in the summer without a survival suit you are dead. In the summer with a survival you will probably make it. In the winter unless picked in just a few hours you are dead.
As the body chills it directs blood to vital organs and the brain. You loose the function of arms and legs. You just float in your life vest totally devoid of peripheral control of your limbs. You will probably die.
Maybe another US sub hit it....
