Yes the Soviets did kill lots of Ukrainians, and the Ukrainians slaughtered tens of thousands of Jews and the Mongols almost wiped out the Russians. It is a rough neighborhood.
As for the State Dept. (USAID) it has been infiltrated (and often run) by some super evil people for a hundred years. Lots of eugenicists.
Is Russia corrupt, sure, they are still better than the Ukrainians and still recovering from the Bolshevik disaster. Yeah, they jailed 300 journalists, but the UK jailed 3000, so, all of this is relative. I doubt there is a government on this planet that isn’t corrupt. Too many people act like Ukraine is some innocent be-sainted little child, they are not, in fact they are far from it.
As for Libya, they made a deal with Bush junior to turn over their nuclear material, a positive direction, then we screwed them. After the Color revolution, they brought back the Black slave trade.
The fact is any country that threatens the US dollar, by not trading oil in dollars (Iraq, Libya, Syria & Russia) ends up with troubles.
