If I use a 64 GB micro-SD card in a dashcam only rated for a 32 GB card, I know the dashcam will only recognize ~32 GB (slightly less, actually) of this card. But, as sectors go bad, will the cam recognize only the ~32 GB minus the lost sectors, or, will it begin to use previously unused / recognized sectors, maintaining useable memory close to 32 GB?
The 64 GB card buys one more GB / $$, but that's not helpful if half the card is never used.

32gb are SDHC and above that is SDXC.
How old is your dashcam?
Older devices might not support SDXC but newer ones usually do even when they only say 32GB or 64GB, etc.
Unfortunately, without testing it or finding someone else who has tested it you can’t really be sure.

Sounds like the 32 GB is an addressability limit of the dash cam, so, as you noted, you can put in a bigger card, but the cam wont use then extra space.
As to readability, all SSD storage already has extra cells in the device and it manages bad sectors and worn out sectors automatically. So if you by a 32 GB drive, it actually has more storage already onboard as “spares” as sectors go bad. So getting a bigger drive really doesn’t buy anything in this case. The more critical factor, is probably the reliability and speed of the particular SD card.
Get TWO (2) fast 32GB chips - if one gets full you have a backup with no data corruption issues for ~ $15 with SanDisk 10 year wtty. 51% discount if you hurry. ;-)

I use 64 and 128 GB in my dash cams. They simply seem to go bad after a while. I sure haven’t had an issue with lost sectors, that probably is not gonna be an issue as the small amount of space is meaningless with that much overall space.

I don’t know when the dashcam was made (might have been NOS), but, IIRC I bought it 2 years ago on Black Friday at a big box store.
Also IIRC, I think I had a 64 GB (XC) in the cam one time and it worked, but, I’m not sure if the recording time increased. (So much for MY memory!) I’m really wondering more about the life of the card than the recording time (although the two are for the simple case of a 32 GB card in this device, directly related.)
That old 64 GB card got “flaky” though, so even if I could find it (!) I would not trust the results... Basically I’m looking to buy new - probably a Samsung Pro Endurance card.

Well, I guess the question is whether the extra 32 GB of cells (approximately) in the 64 GB card get managed into useable space as sectors in earlier use go bad?
Or, maybe “other stuff” goes bad sooner? A while back I tossed an old card that developed issues with the contacts.
BTW, In this case the 32 GB card has a 2 yr. warranty and the 64 GB card has a 5 year warranty (and the 128 GB and 256 GB) have 10 year warranties.)

If you check the specs, the Samsung Pro Endurance cards mop the floor with even the SanDisk High Endurance cards, when it comes to cumulative recording (re-recording) life. In the case of the 128 GB cards from both (not really applicable here, I suppose) the Samsung is 140,000 hours vs. the SanDisk @ 10,000 hours!
Varies by capacity: 256GB model up to 140,160 hours, 128GB model up to 70,080 hours, 64GB model up to 35,040 hours, 32GB model up to 17,520 hours. Based on Full HD(1920x1080) video content recorded at 26Mbps (3.25MB/s).

P.S. Given the better warranty, I’ll likely just get the 64 GB card. A use for it will turn up eventually, anyway!
My old dash cam simply refused to use a 64 GB card.
It will not be able to use that SD card at all because the filesystem will not be able to handle the large entries in the “File Allocation Table”.
You will never be able to access the high 64G.
