I think prisons are horrible, schools for crime and for abuse of nonviolent offenders. I would get rid of them if I could.
Of course, eliminating or greatly reducing them will require a LOT more executions. Anyone who is in prison in order to protect society from harm is going to have to go. That’s millions of people.
Physical punishment can replace incarceration for all nonviolent offenders.

IIRC, LA County is the most populous in the country (maybe I'm out of date). Nevertheless, the perfect test bed for proof of concept depopulating the whole USA. Then the world.
