Yes, a small little cheap drone that the woman thinks burglars were using to scope out empty apartments by coming up to the balconies and checking through the windows and doors.

At first she thought it was a bird, but then she realised it was something else, she said.
The nearest heavy thing was a jar of pickles under her chair, per Elena’s account.
Per Liga.Life, Elena was most concerned with correcting claims that the pickled vegetables were cucumbers. She said they were actually tomatoes with plums.
“I don’t know where the fables about cucumbers came from,” she said.
The outlet said that Elena broke up the wrecked drone and and puts its remains in separate trash cans for fear that it could still be running tracking or recording software.
It was not clear who was operating the drone. Her description does not match the types of heavy, military drone used to launch weapons, but would fit a smaller commercial drone meant mainly to record images.
Elena told Liga.Life that she thinks the drone was being operated by looters trying to identify empty homes to steal from.
Afterwards, she told the outlet, she swept the street of debris so that dogs on the street wouldn’t cut their paws.”

This sounds believable. I know very little about drones, and the typical variations for commercial use.
So the smaller lighter models would likely be used in this case.
It makes sense that wannabe looters would want to take a peek on what exists inside apparently abandoned homes. All countries have their Looter Classes, lurking in the shadows.

Drone use by burglars is going to become a problem, imagine the ability to check the yards for dogs, whether cars are in the driveway, which model of cars are available for stealing or parts, etc all without having to enter the neighborhood or gated community until you are ready to make your theft raid.
Think of camping in an area of mostly empty summer or winter cabins and being able to research and plan your quick in-and-out burglary strikes from your campsite or motor home, or car.
Maybe there’s already some kind of motion detection device which let’s the home owner know if any drones have been flying overhead below a certain altitude and within a certain time frames. It’s a defensive response vs offensive. Better than nothing.

This sounds more like a Daily Mail headline posted by marcusmaximus or Timber Rattler.
People do eat on their balconies, they even cook on their balconies, they eat, drink, snack, and even dine, smoke, and watch TV on their balconies.
Now if it was a small commercially available drone and she had a good arm, I can see it happening.
Sounds exactly like the articles they post.
