White House Elevates Kamala Harris Amid Concerns About a Second Biden Term

She's the back-up who is almost always standing right next to the president. She issues her own statements on major issues and has been tapped to deliver domestic and foreign affairs speeches typically reserved for the commander in chief. On the day Kamala Harris became the first female to deliver the commencement address at West Point military academy last week, the White House tweeted out a black-and-white photo of a contemplative Harris with the not-so-subtle reminder, "The first woman Vice President."

The underlying message was one that puts President Joe Biden's campaign in an awkward quandary. The 80-year-old president insists he is up for the rigors of a second term, which would end with him at age 86 if he completed it. But at the same time, the White House and the Biden-Harris campaign are elevating Harris' profile to give voters a real-time idea of what it would be like to have not just the first woman, but the first woman of color, leading the country.

Harris delivered the eulogy for Tyre Nichols, a Black Memphis man who died after being chased and apparently beaten by police after a traffic stop. She flew to Nashville to deliver an impassioned speech in support of two Black state legislators ejected for protesting gun violence on the chamber floor. She weighed in for the United States at the Munich Security Conference in February, accusing Russia of "crimes against humanity," and made a well-reviewed visit to Africa.

After a mixed first year, which had Harris aides anonymously complaining to news organizations that she was being sidelined, Harris has emerged as a powerful messenger in the Biden White House. Her initial portfolio – border policy and voting rights – carried inherent frustrations, since both issues rely on other forces (foreign nations and Congress) to make...
