Hard-partying Puerto Rico capital faces new code that will limit alcohol sales

SAN JUAN, Puerto Rico (AP) — Puerto Rico’s capital is renowned for its all-night partying, but a new municipal code is expected to change that.

San Juan Mayor Miguel Romero on Tuesday signed a new measure to prohibit alcohol sales after certain hours, saying he was “morally convinced” it was the right thing to do.

The new code, scheduled to go into effect in November, is expected to affect hundreds of restaurants and bars across San Juan. It was fiercely debated in recent months, with businesses and Puerto Ricans used to long nights and decades of no oversight decrying the new rules, which do not apply to hotels and their guests.

Residents in the capital’s historic district known as Old San Juan, which is popular with locals and tourists alike, rejoiced cautiously.

“The impression of San Juan is that anything goes,” said Reinaldo Segurola, 71. “It’s a mix between Disney and Las Vegas.”

Throngs of people with drinks in hand often crowd the narrow streets of Old San Juan, where businesses are known to remain open until 5 a.m. to serve the last stragglers, and the party often moves to the renowned seaside community of La Perla, where revelers welcome the sunrise.

A similar scene plays out in other areas of San Juan, including Loiza Street and La Placita de Santurce, a market square where businesses bustle and music thumps until dawn.

Under the new code, businesses in San Juan can only serve or sell alcohol from 6 a.m. to 1 a.m. from Sunday to Thursday, and up to 2 a.m. on Friday and Saturday, and on Sunday if Monday is a holiday.

I’ve seen videos of the urban ethnic crowd flying in from Florida and making absolute idiots of their self like they have along East Coast beaches in recent spring breaks. I’m guessing it’s related to that.

Could be. The fact that the drinking age down here is 18, and that there’s a pot store in every corner, it attracts certain crowds from the mainland.

WHY?
If you are catering to tourists. Tourists generally Don’t know or care if it’s Saturday or Monday.

And that is a LOT of hours. Looks a WHOLE day+ of revenue, and taxes that those business will not get. And possibly, needing to eliminate staff to adjust for that lost business.

If it was low usage and unprofitable, those establishements would have already scaled back hours. Presumably, these hours are popular with clients and profitable. Why stop it?

What precipitated this was a spat of shootings, fights, DUI accidents, and the like, in addition to the loud music, aholes relieving themselves on people’s yards, and drink cups and bottles left everywhere, all of which mostly happens after midnight.

As for tourists, the ordinance does not apply to hotels or private properties like AirBnBs and such.

So, what's to stop drinkers from BYOB, or buying alcoholic drinks before the banned hours/days?

There’s no need for bars to be open past 2am. I can understand all-inclusive resorts or cruises, but for regular bars and clubs 2am is the perfect cut-off time.

The wife and I have made about 15 trips to certain all inclusive resorts over the years. Jamaica is the worse since it’s the cheapest place to go. And, you are right as to a certain clentele.

Indiana used to cutoff at 12:30;so the drunks were mostly off the road an hour later.

Rampant acholism or drug abuseis not the mark of a great society.

The Black Angus there burnt down in the early ‘90s. I visited it in 1972. I was in one of the greatest whore houses in the world at the time and I didn’t know it. (I knew it was a whore house, didn’t know it was one of the best whore houses.)

All I knew at the time is that it was very, very good. They had girls there from every Latin and South American nation there. Some of the most beautiful women I have ever seen.
