I would suggest...besides the drug-tourists...a fair number were mentally incompetent or paranoid schizophrenic types who also figured out that warmer temperatures and law enforcement, allowed them to just hang out.
The key factor here, the inability of state leadership will dissolve tax revenue...meaning cuts somewhere down the line will occur.
