Labor at a rate of $15 an hour until difference is paid off? Parks, roads, trash or paint detail... You can live at home and work 20 hours minimum a week paying back society for being a shithead. Make the crime a lesser offense on the record.
Don’t wanna pay or work? Prison at 1 day for every $100 owed, no TV, no library, one 15 minute visit per week, no phone except for attorney, cheap diet meeting nutrition requirements at lowest budget, only water, 1 hour court yard per day. Make offense more severe on record. Prison isn’t supposed to be a place folks want to go.
Imagine how little graffiti, trash on the roads, litter in parks you’d have if doing that?

To all, I can’t remember the article but a few days ago one of those cities that are so crime ridden by theft—-maybe San Fransicko, did a study and they found a majority of the theft was committed by 300 people. A city of millions being nearly ruined by a relative handful of people.
It’s easy to see why tough justice systems work. You don’t have to jail thousands , just a few bad apples.
