For a high school course, it ought to be a page or two in the Modern European History curriculum, which would also have to cover Muskovite expansionism, which they learned from the Mongols in medieval times and cannot seem to forget. Communism in "Russia" was just a new chapter of an old, old tale.
As for claiming modern "Russians" as a race, they are just a part of the East Slavic ethnicity that also covers Belorus and Ukraine. So teaching the history of "Russia" (meaning the Muscovite empire) and its' treatment of its' East Slavic neighbors couldn't be racist.
