Not exactly imo, we simply paid the poor enough to be comfortable so as they remain on welfare with no incentive to change.

I believe that any self respecting person would not vote for this. The only way to get rid of poverty is getting people working and able to pay their own way. Plus it adds to the tax base instead of depleting it.
