“I am Ukrainian. My country has been invaded by Russia. In this video I will tell you what happened on the six-hundred-seventy-first day of the war.

Day 671: Dec 26

Today, the biggest news comes from the south.

Here, Ukrainian forces conducted a successful missile strike on the Russian Black Sea Fleet. The main target of the strike became the Russian assault-landing ship “Novocherkassk” based in Feodosia. And the location of the ship is extremely important. As you remember, the main base of the Russian Black Sea Fleet was Sevastopol, however, after Ukrainians destroyed multiple ships and the headquarters of the Russian command, Russians decided to move their base and headquarters to Feodosia, expecting it to be much safer. Unfortunately for Russians, this did not help.

Unlike most Ukrainian strikes on Crimea, this one was not as comprehensive and involved drones and missiles. The drones were reportedly launched from Odessa to distract and unload the Russian air defense systems, and immediately after that, Ukrainians launched 4 Storm Shadow missiles from 2 aircraft “Su-24M”. Such a simple tactic means that Ukrainians collected more than enough information about the Russian air defense in the previous drone strikes and were certain that there is a safe corridor for the missiles. And Ukrainians were right because the missiles reached the target and completely annihilated it.

As it turned out, the ship was loaded with with hundreds of rockets for multiple-launch rocket systems, thousands of artillery shells, and also kamikaze drones “Shahed”. The detonation was so powerful that the remnants of the ship were found in the center of the city.

Interestingly, Ukrainians already tried to destroy this ship last year in Berdyansk, however, it sustained mild damage. Today, Ukrainians definitely finished what they started because the freshest footage from the harbor indicated that the ship was sunken. Moreover, Russian sources also confirmed that the nearby ship “Capitan Guriev” was damaged by the explosion as well, while the ship “UTC-150” used for training was sunken. The satellite footage confirms that 2 ships partially or completely disappeared underwater. The Russian Ministry of Defense claimed that the ship sustained damage, but at this stage, it is safe to say that it is irreversible.

The Russian Ministry of Defense also claimed that all carriers of missiles responsible for the strike were destroyed by the Russian air defense system.

Some Russian sources raised the question of why the Russian air defense system did not prioritize the missiles. Other Russian sources confirmed that the air defense in the Kherson region was working and launched missiles in the direction of the Ukrainian jets. Shortly after the launch, the objects reportedly disappeared from the Russian radars, suggesting that the interception was successful. However, one hour later, Russian analysts reported that 2 “Su-24M” took off from the Kanatovo airfield, implying that the jets were not intercepted – they just landed for refueling.

By the way, today’s missile strike makes the recent interception of Russian jets in the south even more significant. Some Russian analysts reported that Ukrainians basically killed 2 birds with one stone because they prevented extensive bombings and also undermined the Russian air defense. Under regular circumstances, operating so close to the front line would be dangerous for Ukrainians as the Russian superior jets can intercept Ukrainian jets from afar. But as Russians stopped using their aviation in this region in fear of the Patriot systems, for example, Ukrainians obtained a window of a unique opportunity and immediately took advantage of it.

The British Minister of Defense commented on the situation and noted that just over the last 4 months, Ukrainian forces managed to destroy 20% of the Russian Black Sea Fleet, which is an impressive result for a country with virtually no fleet. Russian analysts raised the alarm that Ukrainians are targeting the biggest Russian ships, which are not only excruciatingly difficult to substitute with new ones but also serve as an alternative means of transportation in case Ukrainians destroy the Kerch Bridge. If the biggest Russian ships in the Black Sea are gone, and the bridge is suddenly rendered inoperable, Russian logistics in the south will collapse. Maybe this is one of the goals for the Ukrainian 2024 summer campaign.

Day 671 of the russian full-scale military aggression against Ukraine continues.

The enemy is actively using tactical aircraft and FPV quadcopters, conducting assault operations with the support of armored vehicles. The number of artillery attacks has increased.

During the day of December 26, there were 59x combat engagements. The enemy launched 5x missile and 21x air strikes, carried out 38x MLRS attacks at the positions of Ukrainian troops and various settlements. Unfortunately, the russian terrorist attacks have resulted in civilian casualties and injuries. Private residential buildings and other civilian infrastructure were destroyed and damaged.

The operational situation in the east and the south of Ukraine remains difficult.

VOLYN and POLISSYA AXIS: no significant changes. No signs of formation of an offensive group. Certain units of the armed forces of belarus continue their missions in the areas bordering Ukraine.

SIVERSHCHYNA and SLOBOZHANSHCHYNA AXIS: the adversary maintains its military presence in the areas of russia bordering Ukraine. The enemy continues its sabotage and reconnaissance activities, shelling Ukrainian settlements from the territory of russia and increases the density of minefields along the state border of Ukraine. The invaders launched an air strike in the vicinity of Varvarivka settlement (Kharkiv oblast). More than 20x settlements came under enemy artillery and mortar fire, including Arkhypivka, Bleshnya, Hirsk (Chernihiv oblast), Volfyne, Ryasne, Volodymyrivka (Sumy oblast), Udy, Vovchansk, Ambarne (Kharkiv oblast).

KUPYANSK AXIS: the Ukrainian defenders repelled x attacks in the vicinity of Synkivka and northeast of Petropavlivka (Kharkiv oblast). The occupiers launched an air strike near Sobolivka (Kharkiv oblast). The invaders fired artillery and mortars at around 10x settlements, including Synkivka, Petropavlivka, Ivanivka, Berestove (Kharkiv oblast).

LYMAN AXIS: the Ukrainian Defense Forces repelled 11x attacks in the area of Serebryanske forestry (Luhansk oblast) and Vesele (Donetsk oblast). In the area, the occupiers, with air support, made unsuccessful attempts to breach Ukrainian defense. The invaders launched air strikes near the settlements of Bilohorivka (Luhansk oblast) and Dibrova (Donetsk oblast). The enemy fired artillery and mortars at more than 10x settlements, including Nevske, Bilohorivka (Luhansk oblast), Serebryanka, Verkhnokamyanske, Rozdolivka (Donetsk oblast).

BAKHMUT AXIS: the Ukrainian Defense Forces repelled 3 attacks of the adversary near Klishchiivka and Andriivka (Donetsk oblast). Around 10x settlements came under artillery and mortar fire, including Bohdanivka, Ivanivske, Klishchiivka, Andriivka, New York (Donetsk oblast).

AVDIIVKA AXIS: the Ukrainian defenders repelled 10x enemy attacks east of Novobakhmutivka, Avdiivka, and 13x more attacks in the vicinities of Pervomaiske and Nevelske (Donetsk oblast). The invaders fired artillery and mortars at around 10x settlements, including Novokalynove, Novobakhmutivka, Stepove, Avdiivka, Sjeverne, Pervomaiske (Donetsk oblast).

MARYINKA AXIS: the Ukrainian Defense Forces continue to hold back the enemy in the vicinities of Novomykhailivka and Pobjeda (Donetsk oblast), where the enemy, with air support, conducted 5x failed attacks on Ukrainian positions. The occupiers launched an air strike near Oleksandropil (Donetsk oblast). The settlements of Heorhiivka, Maryinka, Pobjeda, Novomykhailivka were under artillery and mortar fire of the occupiers.

SHAKHTARSKE AXIS: the enemy conducted no offensives. The adversary fired artillery and mortars at around 10x settlements, including Vuhledar, Prechystivka, Zolota Nyva, Staromaiorske (Donetsk oblast).

ZAPORIZHZHIA AXIS: the Ukrainian Defense Forces repelled 4x adversary attacks west of Verbove and Robotyne (Zaporizhzhia oblast). In that area, the adversary made failed attempts to dislodge Ukrainian troops from their positions. Around 20x settlements, including Poltavka, Malynivka, Charivne, Mala Tokmachka, Robotyne, Pyatykhatky (Zaporizhzhia oblast), came under enemy artillery and mortar fire.

ODESA operational-strategic group, KHERSON AXIS: the adversary fired artillery at the city of Kherson, the settlements of Tyahynka, Mykilske, Sadove, Stanislav (Kherson oblast). Also, the invaders launched an air strike in the vicinity of Krynky settlement (Kherson oblast).

The occupiers do not abandon their intention to drive Ukrainian units out of their footholds on the left bank of the Dnipro. Thus, during the day, the enemy made 14x unsuccessful assaults. The attacks were repelled and the enemy suffered significant losses. The Ukrainian troops are holding the line, continue to retain their positions and fire for effect on the enemy.

During the day of December 26, the Ukrainian Air Force launched air strikes on 17x concentrations of troops, weapons, and military equipment, 5x air defense systems of the occupiers.

Air defense destroyed 2x Kh-59 guided missiles and 1x reconnaissance UAV. Moreover, tactical aviation of the Ukrainian Air Force launched a successful strike on Novocherkassk, a Ropucha-class landing ship of the russian Black Sea fleet.

The Ukrainian missile troops hit 1x concentration of troops, weapons, and military equipment, 1x command post, 1x artillery system and 3x other important targets of the russian invaders.

On the instructions of President of Ukraine Volodymyr Zelenskyy, Head of the Presidential Office Andriy Yermak had a phone call with National Security Advisor to the President of the Republic of South Africa Sydney Mufamadi.

Andriy Yermak thanked his interlocutor for the active participation in the meetings at the level of advisors on the implementation of the Ukrainian Peace Formula. The parties exchanged views on preparations for the next meeting of the national security advisors and key events to implement the points of the Peace Formula next year.

They also addressed the issue of contacts between Ukraine and South Africa in the near future.

The Head of the Presidential Office conveyed greetings from President Volodymyr Zelenskyy on the upcoming New Year and expressed hope for further enhancement of bilateral dialogue.

The Novocherkassk, a large landing ship from the Russian Black Sea Fleet, has been destroyed near Feodosiia by cruise missiles from tactical aircraft belonging to Ukraine’s Air Force.

Yurii Ihnat, spokesman for the Ukrainian Air Force said this in an interview with Radio Liberty. “Targeted with cruise missiles. What’s there to specify? We don’t have many of these weapons in our arsenal, and they were provided to us by our partners. Currently, people will be asking, by which missile specifically − ours or our partner’s − because every manufacturer wants to showcase such results of their work. It’s like advertising their achievements. We have Storm Shadow and Scalp in our arsenal”, Ihnat added. He added that to destroy such a ship, it was necessary to launch “clearly not just one missile” because “the enemy can intercept cruise missiles.”

Ihnat also said that the significant explosion observed on the Russian ship indicates that it was not a “minor detonation of something there” but rather a “detonation of ammunition” because “a large landing ship is used to transport equipment, weapons, and personnel.” Ihnat also refuted Russian claims about the alleged downing of two Ukrainian Su-24s, adding that “Russians have even been ‘destroying’ F-16s in their reports for a long time.”

As is known, Ukraine has not yet acquired these fighter jets. Neither Russia nor Ukraine identified the weaponry used in the night strike, but some military experts believe that they were the Storm Shadow air-to-surface cruise missiles, which the UK provided to Kiev earlier this year. The same type of weapon was reportedly deployed during the September attack on a military dock in Sevastopol, in which the Kilo-class diesel-electric attack submarine Rostov-on-Don and the Ropucha-class landing ship Minsk were hit.

First Lady of Ukraine Olena Zelenska summarized the results of her work in 2023 on reforming school nutrition.

“This global all-Ukrainian reform is about children and for children, for their health today and for the health of Ukrainians in the future. We started it even before the invasion, aiming to form healthy eating habits in an entire generation. But during the full-scale war, it became more important as it became a form of protection for our children, taking care of their present, overshadowed by Russian aggression. We have to create the best conditions for them to have the energy to study, plan their future and realize their plans,” the President’s wife said.

Olena Zelenska spoke about the main emphases and directions of the reform this year.

Amendments to the legislative framework

For the school nutrition reform to take place, it is necessary to have an appropriate legislative framework. Work on aligning it with the present-day needs began in 2020. But 2023 was a landmark year in this regard: three new technological models of catering in educational institutions were developed. These are the base kitchen (when food is cooked directly in schools and kindergartens), the hub kitchen (when the institution cooks not only for its students, but also for children from other institutions), and the kitchen factory. The latter is an innovative solution for Ukraine, as nothing of this kind has been implemented in Ukraine before.

These developments were approved at the legislative level by the resolution “On Amendments to the Procedure for Organizing Catering in Educational Institutions and Children’s Health and Recreation Facilities,” which the government adopted on June 1, 2023.

The document also stipulated the possibility of using catering to provide meals for children in kindergartens.

Adoption of the School Nutrition Reform Strategy for 2023-2027 and the Action Plan for 2024

On October 27, 2023, the Cabinet of Ministers of Ukraine approved the Strategy for Reforming the School Nutrition System for 2023-2027.

The strategy defines an action plan for 2023-2024, priority areas of work until 2027, and operational tasks. In particular, it refers to four strategic goals of the reform:

Sufficient financial resources for customers to purchase food products or catering services and making sure that procurement is done simply and efficiently.

Restoration and modernization of catering facilities in educational institutions using the latest technological processes, improving energy efficiency and adhering to the principles of the HACCP system.

Providing local governments and educational institutions with sufficient staff of qualified employees who organize catering in a quality and safe manner and promote healthy eating habits among students.

Conscious choice of healthy food by Ukrainians.

The strategic goal of implementing the above four points is to ensure diverse, balanced and high-quality meals in educational institutions, contributing to the social protection of vulnerable groups and developing healthy eating habits among children and adults.

Indicators of achieving the strategic goal:

• Indicators of achieving the strategic goal:

• reducing the percentage of obesity among children under 18;

• the level of satisfaction of students with meals in educational institutions;

• changing food preferences of school-age children;

• increasing the number of students eating in educational institutions;

• the number of comprehensively modernized or renovated catering facilities.

The implementation of the School Nutrition Reform Strategy should become the basis for building a healthy society and significantly reducing the level of non-communicable diseases in Ukraine.

“I know from many of the projects I supervise how difficult it is to modernize anything - in this case, school nutrition - while fighting for survival. But we have no other time for this. We live in the here and now, and even more so do our children. This is their only childhood. This is not a formal issue, but a matter of survival for all of us. It is possible to both hold the line and develop,” the First Lady is convinced.

Ukraine confirmed its intention to join the School Meals Coalition

On October 18-19, the first global summit of the School Meals Coalition took place. The Ukrainian delegation presented the successes of the school nutrition reform to participants from over 90 countries. At the same time, negotiations were held on the sidelines of the summit with representatives of international organizations and governments of other countries that are implementing national school nutrition reforms.

Following this trip, the school nutrition reform team, which is working to implement the changes, has set a goal to organize and hold the next Coalition summit in Ukraine. We have a lot to show our international partners and friends in the field of providing healthy food to children in schools and kindergartens: we have developments and experience that can be useful to other countries.

4. Provision of meals to primary school pupils (grades 1-4) and children from privileged categories

This area has become one of the priorities, as it is about taking care of the youngest children and those who need special support and protection. Unfortunately, the number of children in privileged categories is increasing: these are internally displaced persons and children of the military. Therefore, in 2023, the reform community and local communities made great efforts to find resources so that these children could have meals in educational institutions free of charge. Thanks to the support of partners and donors, certain success was achieved.

In February 2023, a Memorandum of Understanding and Cooperation on the implementation of the school meals program was signed between the Ministry of Education and Science and the World Food Programme (WFP) in Ukraine.

During the 2023-2024 school year, WFP will finance 30% of daily hot meals for children in grades 1-4 in schools in Kyiv, Lviv, Zakarpattia, Ternopil, Khmelnytskyi, Chernihiv, Chernivtsi, Cherkasy, Mykolaiv, Odesa and Poltava regions – more than 60,000 children in 420 schools across the country.

5. Implementation of the cascade method of disseminating successful experience of reform implementation

In 2023, the Kyiv Regional Military Administration, together with the reform team, organized and held three partnership meetings “Nutrition Reform: Challenges, Achievements, Prospects” for colleagues from other regions. The events were attended by the heads and other representatives of 22 regional state administrations.

The purpose of the series of meetings was to actively exchange experience and establish cooperation between regions, to attract support for regional initiatives from relevant ministries and government agencies, which should help communities improve the nutrition of children in educational institutions as quickly and efficiently as possible. After all, local authorities and local self-government bodies will be responsible for the implementation of the reform on the ground in 2024.

6. Holding regional fora

In 2023, the School Nutrition Reform Project Office team organized and held 11 fora dedicated to the implementation of the school nutrition reform strategy in the regions. The events took place in Odesa, Poltava, Ternopil, Khmelnytskyi, Kyiv, Vinnytsia, Dnipropetrovsk, Chernivtsi, Ivano-Frankivsk, Zakarpattia, and Lviv regions.

During the fora, the participants, including representatives of the RMAs, local governments, territorial communities, and educators, had the opportunity to learn about the practical aspects of the reform, assess its effectiveness on the ground, and share the first results.

An important part of the fora was the discussion of the School Nutrition Reform Strategy for 2023-2027. It is on its basis that communities and regions will be able to develop their local strategies for implementing changes to the nutrition system in educational institutions in 2024. They should envisage updating the catering facilities in educational institutions, choosing a model of catering, training for cooks, etc.

“It is in the communities that the reform is being implemented. They are the ambassadors of change on the ground. Ukrainian communities have already shown how they can overcome difficulties related to the war. Now it’s time to show how they can build their own future. Reform is not only about food, it is about joint action. It’s about interaction within the community, initiative, and concern. The reform is not only about new responsibilities, but also about new opportunities for communities: jobs and economic revitalization that the regions need,” the President’s wife said.

7. Development of culinary hubs

There are currently four culinary hubs in Ukraine - in Kyiv, Poltava, Odesa, and Ternopil regions. They have trained more than 120 coaches - “agents of change” - who are now passing on their knowledge to school canteen cooks and colleagues in the regions.

Active work has begun to create a number of culinary hubs in other regions: Khmelnytskyi, Chernivtsi, Ivano-Frankivsk, Rivne, Kharkiv, Dnipropetrovsk and Odesa regions. In the near future, cooks from towns and villages in these regions will be able to undergo training and advanced training in their regions, as is currently the case in Kyiv region, where more than 1,000 cooks have been trained.

8. Completion of the first kitchen factory in Ukraine

At the initiative of First Lady Olena Zelenska and with the support of the Howard Buffett Foundation, a kitchen factory was built in Kyiv region to feed about 10 thousand children in the region. A similar kitchen factory will be built in Kharkiv region. It will prepare food for 13 thousand children.

“We have big plans. We hope that this kitchen will be the first of a network of such enterprises. The second kitchen factory in Ukraine will be built in Lozova, Kharkiv region. It will feed about 13,000 schoolchildren and preschoolers in five communities of Lozova district every day. The school nutrition reform is ongoing - we are choosing the best option for each region: some will have a kitchen factory, like here, others already have hub kitchens - this is a different model, where one school, where the equipment has already been updated, cooks for many others. This is the case, for example, in Lviv region. I always emphasize that we are building not just kitchens or catering facilities, but equal access to healthy food for every child in every corner of the country: from big cities to the smallest hamlets. We want to raise a healthy generation and we will do it. No matter what,” the First Lady summarized.

9. Modernization and restoration of catering facilities

To achieve the goal of the school nutrition reform, it is very important that the canteens and kitchens of educational institutions meet modern standards. Therefore, in cooperation with the Ministry for Communities, Territories and Infrastructure Development of Ukraine, the reform team made sure that those educational institutions that were damaged as a result of the hostilities and are currently being restored take this into account and ensure that their catering facilities meet the requirements of the reform.

However, it is an extremely difficult task for Ukraine to accomplish this on its own. That is why our country is grateful to its partners and friends who are helping us along the way.

For example, joint work with the Embassy of Switzerland has begun to repair and restore the catering facilities at a school in Chernihiv.

“This is an important step and support for us. We feel that we are not alone in the fight for the future of our children. But this is also an important step for the whole world. Because caring for childhood and education should be the responsibility not of one country, but of all. After all, childhood has no borders, just as human development does not,” Olena Zelenska said.

n December 2023, a report was presented on the initial assessment of the progress in the implementation of the EU legal acts (EU acquis).

This is a comprehensive comparative analysis of Ukrainian legislation in terms of its compliance with EU law.

The Ministry of Finance has been designated as responsible for four negotiation chapters: taxation, customs union, financial control, financial and budgetary provisions, as well as a co-executor in more than 12 negotiating chapters.

As part of the initial assessment, the Ministry of Finance processed more than 7,000 EU acts.

Thus, it was determined that the Ministry of Finance of Ukraine has fully implemented 742 acts, 46% of the total number of EU acts implemented by Ukraine to prepare for the EU accession negotiations. Also, 25 acts are in the process of implementation.

The Ministry of Finance is making significant efforts to harmonize Ukrainian legislation with the EU acquis.

In particular, steps are being taken to improve the customs and tax systems: bringing customs legislation in line with EU norms, ensuring simplification and standardization of customs procedures, introducing an electronic system for monitoring the movement of goods, increasing the efficiency of customs procedures, and implementing measures to promote transparency and fairness in tax matters, including pricing and avoidance of double taxation.

New laws are also being introduced that meet international standards in the fight against money laundering, strengthening monitoring and control over financial transactions.

In the area of public financial management, the Ministry of Finance is promoting the introduction of new procedures for more effective internal control of public finances, to prevent abuse and inefficient use of budget funds, as well as to enhance transparency and accountability.

More than 80 public authorities and state institutions were involved in the initial assessment process under 34 negotiated chapters.

The parties reviewed more than 28,000 acts of EU law. Thus, it was determined that:

-2,739 EU legal acts are subject to further full and/or partial implementation;

-1,625 EU legal acts are fully implemented;

-23,456 EU legal acts do not require implementation.

No electricity shortage, Kherson CHPP disrupted due to massive shelling

POWER GENERATION AND CONSUMPTION

No electricity shortages have been recorded and are not expected for the current day. Electricity generated in Ukraine is sufficient to meet the needs of consumers. Commercial electricity imports are also planned. If necessary, internal reserve capacities will be used.

One unit and two buildings of TPPs have been put out of service for emergency short-term repairs. At the same time, 1 TPP unit came back online after emergency repairs.

The situation is under control. No outage schedules are applied.

CONSEQUENCES OF SHELLING

Massive shelling knocked out power to two 35 kV overhead lines in Kherson, which hampered the operation of the CHPP. However, power engineers are working to ensure that there are no interruptions in heat supply.

A 110 kV overhead line in Donetsk region was disconnected due to shelling. Household consumers and two coal mines lost power. Five people were brought to the surface. The line is now back online and all consumers have been reconnected.

STATE OF THE GRID

For technical reasons, a 110 kV overhead line in Donetsk region was disconnected. As a result, household consumers and the railway lost power, but there were no disruptions in train traffic. All consumers have been reconnected.

SITUATION AT THE ZNPP

The water level in the cooling pond remains stable at 15.64 metres. This is sufficient to meet the needs of the station.

IMPORT/EXPORT

Electricity imports totalled 19,619 MWh. There were no exports.

No kidding. I could probably just pass over these propaganda threads, but that Ruzzian misspelling is irritating. I don’t care what the origin is for that misspelling, but this is America and our language is English. If these people want to put Uke propaganda upon us, at least use a language that is not offensive.

And anyone that dislikes these threads is automatically some sort of Russian or Soviet sympathizer.

Some clown came back at me several days ago and thinks I’m a Russian troll because Stalin’s name is in my tagline and “Red” is in my screen name. Those that have read my FR page knows “Red” has to do with being from a red state. Weak minded thinking like that is why these people fall so easy for this propaganda.
