Tried that, didn’t work for either installation. I can’t find “BlockHTTPimages” in the registry editor.

No doubt! That’s why I’m glad there’s a backup in Thunderbird but even they’ve screwed things with their latest updates. I got my Thunderbird locked on version 102 because it’s the last one that works well for me, on Windows 7 or 10.

I can view the email in the browser with no problems, but I shouldn’t have to resort to that. It should display in the email just fine, but because MicroThief screwed up now thousands of users are having the same problem.

Porn, hey, shhhhhhh!!!!
LOL
I tried turning off my internet security, checked for malware, ran a diagnostic on my software. If it was just doing that on Windows 7, or if Thunderbird was doing the same thing, then I'd be worried, but since Thunderbird works fine it's got to be something in Outlook, but I'll be darned if I can figure out what it is.

I tried that too, same result. You know what’s weird, is that a month or so ago, I only had the problem with Outlook 2010. Outlook 2018 worked just fine, but now both versions have the same problem. I tweaked Trust Center to no avail.

I had XP on a older computer up to about 6 months ago and it still worked great. And yes, other than Windows 7, every version since XP has sucked.

I tried what you suggested but they didn’t work. I tried probably close to 6-7 different suggestions from other websites, still nothing changed. If it wasn’t for Thunderbird I’d be completely enraged. As it is, I’m still mad.

Which is why I abandoned Outlook years ago and use Thunderbird. Then I got rid of Microsoft. My latest Windows OS thoughtfully got rid of Thunderbird for me.
Now I'm getting ready to get rid of Microslop. :)

Thunderbird has been my saving grace in all this. If it wasn’t for that, I’d be fit to be tied. This is absolute nonsense to put up with this crap.

Did you do “Mail”, “Editor Options” and then “Show picture placeholders”?

Linux Mint 21 is a joy. I did miss some apps when I switched years ago. But looking for replacements for things like PhotoShop and others is easy and a lot of apps have Linux capable versions.
Plus, you have CONTROL! Diskpart lets you size your system as you wish. And with VirtualBox, you can easily run a Windows virtual maching if you really want Windows. Or...just make a dual boot setup with Linux Mint and Windows...pick one at startup. It's pretty easy.
Personally, I used VirtualBox for some years to run Windows on a VM. Haven't touched Windows for years now. MS is like a virus. You can beat it with perseverance.

My first thought...
Maybe your security software is interfering? Blocking what it thinks is harmful?
I use McAfee, which is customized for Windows and Edge.
Second thought...
I get a banner text across the top of my incoming Outlook emails that asks me if I want to open the entire email, which includes the images.
I click on the banner, then I click a response, and the entire email and images appear.

I tried disabling my internet security to no avail. The only banner I get on the emails asks me if I want to open the email in a web browser. If I click that, I can see the entire email, graphics and all, but I shouldn’t have to do that. Why MicroThief decided to mess up Outlook is beyond me though.
