Oregon does the same thing. They shuffle the homeless ballots from the cities to the districts where the democrat needs just a few extra votes to win.
States should be able to make their rules for elections of State and locals.
I think that the voting for POTUS and Federal officials, because what they do affects the whole country, should be uniform in method. NO RCV, a strong 10 day only early vote. No mail in ballots except for disabled and Americans abroad, no voting machines except the very old booth types that were mechanical.
We need rules that stick like no counting of votes days later.
It can be done because the rampant voter fraud came after 2000.
I am not surprised to hear that homeless voters are allowed to pick up and vote their ballots at the Courthouse.
Same story for homeless shelters, mail box rentals, and the County Elections Office.
You can also vote through an online website now, or even by Smart phone.
I cannot believe that the official position of the GOP in 2024 is to imitate the vote harvesting and early voting scams that the Democrats have refined into an art form.
Republicans should be doing everything they can to stop voter fraud.
It also needs to be delivered to the Supervisor of Elections prior to the close of the polls on Election Day.
Just to be clear—the homeless almost never go to the Courthouse to pick up their ballots.
They almost never vote.
Outreach organizations register them—and then the “votes” are “cast” like witches spells after midnight.

Ballots continue to be counted after Election Day during the canvass period; county elections officials must report final official results for presidential delegates to the Secretary of State by April 2, 2024, and all other state contests by April 5, 2024. The Secretary of State will certify the results on April 12, 2024.
