Like I said, the story normally only goes a couple of ways, as adults we can make a good deal of assumptions.

We know she was out for the first time after celebration, that normally means getting plastered. I concede that she COULD have been at an all you can eat waffle party and had a diabetic reaction or something similar but something weird like that is millions(?) to one. The other 99.99999 times its the common one.

For another, I suppose they could have been just about any distance from where they left but because we know the fare was $15 therefor we know that it was not likely more than 3.5 miles and that is only if they jumped in the car and it peeled directly down the highway. If they went through town and didnt hit every light just right they may have been less than 2 miles. Big city area, surcharge $3 just to get in, $.70/.2 miles or so when moving but the meter also counts time when slow and stopped at lights. Again, I dont know the rate there but I know cabs are expensive and they didnt really pay anything so they didnt really go anywhere.

Shes a millennial, maybe she wasnt drinking. They are more likely than X or Boomers to use drugs. Maybe she was on something but people dont go “out” into public places to do drugs intentionally, too likely to draw law enforcement attention. Sure, Boomers went and hid in their old uncles barn and Xs skulked about the abandoned sanitarium or something but its not like that anymore. For M and Z with a place to live they just tend to sit home and toke up. Theres no need to go anywhere if that was the plan.

As far as where she was for 3 hours, it really doesnt make a difference because we know she was likely drunk so she was doing drunk things. She sat at a greasy spoon drinking coffee and eating eggs, or maybe she walked up to the gas station to get smokes, maybe she passed out on someones front lawn for a while. Yes, I guess it is possible that she was at an all night tupperware party but, again, not likely.

The thing is that none of those things make you wander down a highway, not even in a rain storm. She MAY have been perfectly sober when she got out of the vehicle and then called her dealer to bring her a couple of rocks and smoked them under someones mailbox but then again why wanst she home? She was either dropped close enough to her home or a friends place to be considered “safe” or they got kicked out and the party split up. If she was “safe” there wouldnt be a story and the brother wouldnt be trying to blame it on the driver. Drivers only get paid when they are transporting and as such are generally likely to put up with a lot especially if the vehicle isnt theirs. They may not even stop for puke as long as youre doing it on yourself. Stopping usually means the passenger has arrived at their destination or that the passenger is doing something dangerous because the driver doesnt want to let an hour go by that they didnt get paid anything.

If I were to tell you a story about a man and a woman being found in a state of undress then its possible that they were checking each other for ticks but most likely Im expecting that as an adult you can assume what the two were really doing. Sometimes reporters are idiots but sometimes they dont want to get sued for coming straight out and saying it and also expect you to understand.

Proof? Stop it, you know full well what happened. OK, YES, YOU WIN...MAYBE aliens working in cahoots with the CIA mind wiped the other two and after implanting new memories they anal probed her and teleported her into the middle of the road to cover it all up. Maybe but that just doesnt seem likely so no one other than her family will ever care to follow up on this entirely too common every day story.
