Can anyone show me where in the Constitution there is an enumerated power for the Congress or Executive to implement BMI limits on private employers?

Can anyone show me where in the Constitution there is an enumerated power for the Congress or Executive to implement BMI limits on private employers? As this happened in the UK, you'd have to look at the Magna Carta, or whatever document they use these days.
