As soon as I figure out a plan of attack, I will begin fixing all these minor timestamp issues. They are all along the lines of exactly 1 to 8 hours off plus or minus. This is due to the lousy time zone handling and adjustments I've made in the past.
Technically, the system is running in the Pacific time zone with daylight savings adjustments. All timestamps are written in the database at either the current localtime or "adjusted" to UTC/GMT/Zulu. When read back, I make adjustments to display the time in the user-preferred time zone. Its become utter chaos keeping track of which fields are localtime and which are UTC. So, I'm going to start running the system in UTC, using UTC throughout.
While I'm working on this, some timestamps may appear very off--but the situation will be corrected as quickly as discovered.
