I wouldn't be surprised to find out the RATS are behind Rush's outing. I believe this is a well orchestrated maneuver to destroy him.
Did the Rats get him hooked, then spend years supplying him with his daily fix??
You can't be "outed" if you aren't doing anything wrong, and blaming someone else for your troubles, or those of your heroes, almost guarantees a recurrence of the problem.
