Following him covertly, watching where he goes and what he does and says in the months after 9-11 is a lot more valuable strategicallywise, than just killing him. We need to know all of our enemies.
Wouldn't it be revealing if OBL was seen chatting it up and passing money with a French leader, or the guy who runs moveon.org?
