I'd be careful before doing this-- wait until you see something more concrete reported.

However, if that is 'legit', then you would probably need to do more than just forward your spam to them. Most of the time, if you forward a mail from most email programs, it does not include the full internet headers of the original mail. You will want to ensure those are sent as well.

But I think it is unlikely that they want you to bombard this one address with all your spam.

I don't want the Gov associating my name with this crap.

ROFL. This could turn into a massive denial of service attack on the FTC's mail servers.
