Very astute observation. One has to believe that their decision to forgive the Iraqi debt wasn't entirely altruistic without some additional persuasion being thrown in.

The rhetoric out of weasel territory changed almost over night. Threats of taking the matter to the WTO now give way to let's make a deal. Something happened, and it was more than simply a burst of magnanimity following the capture.
