What does "taking responsibility for his actions" mean he has to do?
Go into treatment? Acknowledge his addiction? Stop taking the drugs? What else?

If it is a crime that dictates possible jail sentence then a jury of his peers will need to decide this. This man is responsible for his OWN ACTIONS and noone else!

What else? Go to court (if charges are filed) and subject himself to the laws of the land without blaming others for his problems.
Rush has not done this yet, but he came pretty close last week. My comment is in response to the author of the article that seemingly wants to blame the doctors. I ain't buying it.
