And what does that statement have to do with Iraq? Nothing. Bush was speaking about other nations assisting in the War on Terror shortly after 9/11. It's another way of saying "If you're not part of the solution you're part of problem." It's meaning at the time was as clear as day, America was going to hold regimes which supported and sheltered terrorists accountable. And that, of course, engraged the left who wanted us to think about why we deserved 9/11.
