It took me a good 5 or 6 years to work up a genuine, flat out hatred for Clinton. By contrast every single Bush hater I know personally was in that mode from day one.
Even as a Clinton hater, I never completely lost my ability to apportion praise and blame with some measure of objectivity. I readily acknowledged then, and do now, the things that Clinton did that were right (supporting NAFTA, signing welfare reform, etc). By contrast not a single Bush hater I know has been willing to praise anything Bush has done.
I recently emailed a liberal friend (who happens to be black) a couple mainstream news articles about the peace agreement soon to be concluded in Sudan, the result of a diplomatic initiative begun early in the Bush Presidency. He actually got mad at me for sending him "propaganda". The ending of a war that has killed and displaced millions of Africans, and the prospect of a peace deal likely to include the liberation of a thousands of black African slaves, was bad news to him, apparently, so long as it involved Bush.
