Didn't Colin Powell mention satellite pictures of convoys leaving Iraq and going to Syria in the fall of '02 when he spoke to the UN?

I recall reading an article last summer which stated our spooks tracked a convoy of some 1300 vehicles leaving Iraq for Syria the night the war started. The question is, why didn't we stop them?

We may have stopped some of them with special ops; don't know. If we didn't stop them, we certainly should have.
