P.S. Isn't this exactly where the negotiations got stalled several months ago? So, despite his posturing and "hard line", didn't Chirac eventually settle for Qadafi's number?

Doesn't matter. What I'm still curious about is why Reagan wasn't using Q-bert's skull as an ashtry by the time he left office? Now he thinks he can buy his way out. We needed to send a message to the would be terrorists.
