P.S. Isn't this exactly where the negotiations got stalled several months ago? So, despite his posturing and "hard line", didn't Chirac eventually settle for Qadafi's number?

Chirac got duped into not using his UN veto before a deal was made. On the other hand, Libya might have felt duped when they made that earlier agreement with Chirac, and Chirac reneged after the Lockerbie settlement was announced.

I'm curious what were the "side agreements" to the original deal Chirac mentioned...
