This isn't about keeping out Mexican border crossers, if you ask me. It is left to the Secretary of State to specifically identify the individuals. It further speaks of serious economic consequences to the
international business interests of the United States.
It sounds to me more like it is directed towards Marc Rich and his family.
I'll be interested to find out what's behind this. Taken literally, this could kick out half of the people at the UN.
