Kinda like granting illegals citizenship if they serve in the military? Hard to get homegrown boys to fight their own families and countrymen. Illegals don't suffer those kinds of hangups.

Up until Gaius Marius around 100 BC, one not only had to be a Roman citizen, but a landowner as well in order to serve in the army. The concept was that if one did not own a piece of the state, then he had no real vested interest in protecting the state.
