Tail of Cathay Pacific jet strikes runway on takeoff from Auckland

HONG KONG - Aviation officials in New Zealand said on Tuesday they are investigating an incident in which the tail of a Cathay Pacific jet hit the runway as it took off from Auckland.

The airline has grounded the captain and first officer of the plane as a result of the “tail strike” last Tuesday involving an Airbus A340-300 carrying 145 passengers to Hong Kong.

The plane flew on to Hong Kong - a 10 hour flight - and the damage was discovered on the underside of the wing after it touched down.

Cathay Pacific spokeswoman Lisa Wong described the incident as minor and said the decision to continue with the flight was “a company decision”.

The captain and the first pilot have been removed from flying duties while the investigation into the incident is carried out, Ms Wong said.

Bill Sommer, manager of communications for the New Zealand Civil Aviation Authority (CAA), told Deutsche Press Agentur dpa Cathay had reported the incident to the authority.

“Damage was found on the aircraft consistent with a tail scrape which would have occured on departure from Auckland,” he said. “The CAA is carrying out a routine investigation into the incident.”

Hong Kong’s Civil Aviation Department (CAD) described the damage to the plane as “not significant” and said it had asked Cathay for a full report into the incident.

The incident is the second of its kind within a year at Auckland Airport. Last March, a Singapore Airlines Boeing 747 with 369 passengers on board jet was forced to make an emergency landing after a tail-strike on take-off last March. The captain was subsequently demoted.

Chirac backs China on Taiwan
French President Jacques Chirac has lent his support to visiting Chinese President Hu Jintao in China's latest quarrel with Taiwan.

In a banquet to honour Mr Hu in Paris, Mr Chirac said Taiwan's proposed referendum on 20 March was a "grave mistake".

Voters on the island are to be asked if they think its defences should be strengthened because of China.

Observers see it as a possible move towards independence.

Taiwan has its own government, but any formal independence is fiercely opposed by China.

"Breaking the status quo with a unilateral destabilising initiative, whatever it is, including a referendum, would favour division over unity," said Mr Chirac.

Mr Chirac also mentioned the issue of human rights, but he said that he knew it was one of Mr Hu's "priorities".

Arms sales

Mr Chirac paid his Chinese counterpart the rare honour of meeting him in person at Paris' Orly airport.

In an arrival statement, Mr Hu said closer ties between their two countries - both permanent members of the U.N. Security Council who opposed the Iraq war - would help promote "peace, stability and prosperity in the world."

Earlier China also received strong support from France at an EU foreign ministers meeting in Brussels.

The French Foreign Minister, Dominique de Villepin, argued that it was time to lift a ban imposed on arms sales to China after the 1989 Tiananmen Square massacre.

Ministers voted to keep the ban in place, but reports say the they agreed to reconsider the proposal at a future date.

Mr Hu is being given the rare honour of addressing the French parliament on Tuesday, although some French MPs say they will boycott the speech in a protest over human rights abuses.

The BBC's Caroline Wyatt in Paris says that, at an official level, France remains keen to boost trade as well as political relations with the world's fastest-growing economy.

Something also occured to me from that nasty video that came out with the countdown clock. What if these people had some kind of small sub and could drift in next to a big city with a nuke and set it off under water. They would probably not be detected and the tidal wave alone would do massive damage to a city.

The threat of nuclear war is greater today than ever before, says the head of the U.N. nuclear agency, Mohamed El Baradei, in an interview in today's edition of the German magazine Der Spiegel.

"An atomic war will come upon us if we do not agree on a new system of international controls," he said.

El Baradei said new controls are needed to prevent the black-market trade in nuclear materials and knowledge by "smart nuclear experts, unscrupulous companies and possibly state organs."

"Never was the danger as great as today," he told the weekly newsmagazine. "An atomic war draws nearer if we do not start thinking about a new international control system."

He said he was "extremely concerned" about the nuclear weapons program in North Korea.

"I would be in no way surprised if Pyongyang already has an operational atomic bomb," he said.
