I would like to say a kind word about George W. Bush: He's usually not as dumb as he pretends to be.
Acting dumb is Bush's style. He likes to sandbag people. He plays dumb, people underestimate him and, all of a sudden -- wap! He nails them.

if it were unconstitutional, it would be improper. But, it's not.

article: One of my initial thoughts, when I became aware of Bush early in 2000, was, "He seems to be a Republican I could vote for." On first impression, he seemed to have all his father's good qualities and none of his bad. So he started out on my good side.
Oh, only his thoughts? So he never actually wrote it so he could prove it?
Such thoughts, if they occurred, probably lasted all of ten seconds before he switched to hate-Bush mode.
Bush quickly made it clear he was going to pander to America's fourth branch of government, the Christian fundamentalist extremists.
I only wish he'd pander to Christians.
The more realistic observation is that he's pandered to Islamic fundamentalist extremists almost without exception.
I wish he'd call us Christians the Religion Of PeaceTM for once!

What is your interpretation that the NEA is constitutional?
The closest approximation that I can find is in Article I, section 8:
"To promote the progress of science and useful arts, by securing for limited times to authors and inventors the exclusive right to their respective writings and discoveries"
This is in no way a blank check to dole out funds for artwork. Those key words "promote," "progress of" and "useful arts" tend to disqualify anything approaching the Endowment.
