SAN FRANCISCO - In the year since an Associated Press investigation found widespread flaws in California's sex offender registry, a state housecleaning has resulted in minor improvements to the Megan's Law database, but real reform remains elusive.
The AP report in January 2003 found that more than 33,000 rapists and child molesters had failed to register with police as required. Attorney General Bill Lockyer agreed the system had broken down, and said it would cost at least $15 million annually to track down the missing.
