Due to the threat from the coronavirus, the Oakland, Calif., Police Department has closed its registry unit where many of the city’s sex offenders are required to check in every month, officials said.

State Sen. Elaine Phillips (R-Flower Hill) said Gov. Andrew Cuomo is giving a hall pass to sex offenders to shop for new victims through a set of conditional pardons the Democratic governor issued in May. The pardons will restore the right to vote for 24,086 people that have been released from prison and living under community supervision. A Bay Area sex offender has admitted to the 1991 kidnapping of Jaycee Lee Dugard, who was found safe in Concord on Wednesday, California corrections officials said. It has been 18 years since Dugard was kidnapped near Lake Tahoe.
